I think it's because publishers really want people to buy it at launch. That way people won't forget it when the next big thing comes along and there'll be a lot of word of mouth and stuff in a period which will boost sales further. Buying at launch also means paying the entire amount for the game and not the one of the bargain bin.

If you have a game coming out, and a lot of people are excited for it. Then you could probably boost sales, and "hype" for it. Yet it only really works on sequels, or in series. I can't image that a "first-in-the-trilogy/series" game would try such a thing.
